中国物资再生协会简介

　　中国物资再生协会代表着中国物资再生利用的加工者和贸易商。协会的主办刊物为《中国资源综合利用》（月刊）。协会现有会员单位600多个,分布在全国各地区。协会本部设在北京。协会会长、副会长均由全国各地从事废旧物资再生利用事业、并具有经营实力、有声望的企业家担任。协会常设机构为协会秘书处。
　　中国物资再生行业是朝阳事业，有着广阔的市场发展前景。废旧物资的回收利用，对于节约原生资源、改善环境、提高经济效益、促进经济增长、实现资源化配置和可持续发展都具有特别重要的意义。中国政府对这项事业给予了高度重视，明确规定“将资源节约和再生资源回收利用列为一项重大经济政策”、“制定和实施有关的经济优惠措施，鼓励废旧物资的资源化”。
　　本协会是国际回收局（BIR)正式会员单位和环境保护委员会理事单位。本协会会员分布于全中国，在中国各地、口岸均有仓储、货运的能力。协会的大部分会员是各地区废旧物资的最大采购商和贸易商，不仅收购社会上生产资料和生活资料中产生的废旧材料、废旧机电产品，还从事收购军队退役报废的各类装备、飞机、船舶、车辆等；具有拆解这些废旧物资的加工能力。本协会会员与中国加工工业均保持着良好的合作关系，也是国内冶金、机械、轻化工等行业的重要的原材料供应商。
　　协会的宗旨是：遵守国家宪法、法律、法规和政策，坚持以社会主义市场经济为导向，热心为会员服务，反映会员的呼声，积极发挥组织协调作用，维护会员的合法权益；积极为政府主管部门服务，为政府部门制定行业管理政策、税收优惠政策、业务指导意见、开展调查研究工作提出行业意见。大力提倡资源综合利用，对再生资源的回收、开发和利用进行指导；坚持科学发展观，以科技兴业为方针，开发新技术、新工艺，使其转化为先进生产力；推广清洁生产，提高资源利用效率，减少和避免二次污染物的产生，保护和改善环境，保障人体健康，促进企业经济、技术进步；围绕国家倡导的“大力发展循环经济，加快建设节约型社会”这一国策，推动物资再生事业的快速发展。
　　协会的基本职责是：（一）组织会员单位学习贯彻国家有关方针、政策，对涉及本行业发展的战略性问题进行调查研究，向政府有关部门及时反映情况、提出建议并协助制定有关行业发展的政策法规。（二）调查行业的基本情况, 收集整理行业的基础资料，协助政府部门制定行业发展规划, 参与制定、修订本行业各类标准工作。组织推进标准的贯彻实施，开展行检、行评工作。承担本行业废旧物资回收经营企业资格认定许可证发放的有关工作。搞好行业废旧物资及商品流通统计工作，为政府制定产业政策提供依据，为会员单位经营决策服务。根据行业的发展需要，向政府部门提出有关政策意见与建议。（三）制定本行业的《行规行约》，组织行业自律性管理活动，规范行业自我管理行为，提高行业的整体素质，维护企业合法权益和行业整体利益。（四）根据再生行业的发展需要，及时组织有关的座谈会、经验交流会或专题讨论会，推广典型经验和现代营销方式。（五）向会员单位提供有关政策、经济、技术、产品、市场等信息，交流有关废旧物资再生利用的贸易、经济、技术和环境保护的信息, 为会员单位提供各项咨询服务。协调各会员间和会员与其他方面之间关系, 促进行业内外的合作与发展。参与推选表彰优秀企业和先进人物。（六）开展与国际同行业间的经济、技术、贸易、学术的交流与合作，组织会员单位及有关单位参加国际专业会议及参观有关的国际展览会、博览会等活动。协助会员单位引进外资和先进技术。积极支持我国废旧物资再生利用先进技术走向国际市场。（七）组织本行业业务、技术及管理等各类人员的国内外培训。根据会员要求举办各种类型的培训活动, 组织编写培训教材，提高物资再生行业从业人员的素质。加强对废旧物资再生利用的宣传工作，办好协会有关刊物，提高再生行业的社会地位，扩大协会及会员单位的社会影响。（八）组织或参与组织流通企业和生产企业举办的各种形式的展览会、展示会、订货会、废旧物资交易市场等，帮助企业开拓商品流通渠道。（九）开展行业理论研究和学术交流，汇编行业有关方面资料。组织实施再生资源综合利用示范项目, 积极推广新技术和科技成果。（十）加强本行业与其它行业之间及有关协会之间的联系，承办政府主管部门和企业委托的事项，开展有益于行业发展的其他活动。

A Brief Introduction of The China National Resources Recycling Association

The CRRA represents China's resources recycling processors and traders. The association has a major publication, which is called China Resources recycling (monthly) and has 600 member unites all over China presently. 　　The association will try: to obey the national policies, laws and regulations; keep the market as the guide, serve the members wholeheartedly, play the role of an organizer co-ordinate, maintains legal benefits of the member; give directions to the exploitation and utility of recycled materials; disseminate the resources recycling industry's importance to the saving of natural resources and energy resources, the protection of the environment; exploit and popularize new technologies and crafts; promote the development of the resources recycling industry; advance our country's utility of recycled resources worldwide, thus make great contribution to the environmental protection and the perpetual utility of natural resources.

　　The CRRA's basic duties are A. Organize the members to study relevant national policies and guidance, research strategically problems in the development of the resources recycling industry, and to help associated government agencies to discover new problems, make suggestions and help them to formulate applicable policies and regulations. B. Survey general information of this industry, collect and sort out the data, and help the government agencies to mark and revise developing schedules industrial standards of this industry and the implementation of the standards. And undertake the task of appraising and licensing those resources recycling enterprises. Do the statistics so as to provide basis for policy-making institutions and also provide advice for the operation of member units. C. Make industrial regulation organize the industry to administrate their activities self-discipline, regulate industry self-administration activities, improve the qualities of the whole industry, defend the legal interests of the industry. D. According the needs of the resources recycling industry organize associated discussions, symposiums and forums so as to popularize typical methods and modem marketing techniques. E. Provide and exchange relevant political, economic, technological, product and market information, provide consulting service for the member units Co-ordinate relations among the member, enhance co-operation and development both inside and outside this industry. Take part in the job of nominating and praise of top enterprises and individual with this industry. F. Develop economic, technological, trade and academic resources exchange and co-operation with international counterparts. Organize the members to join international professional conferences and visit international exhibitions and fairs, help the members to import investment and advanced technologies, enthusiastically support the international training for sales reps, technicians and administrators and so on within this industry, so as to improve the qualities of these personnel. Strengthen the propagation of resources recycling gain higher social status for this industry and produce greater influence of this association and its members. H.
